Tribal One completes U.S. Moorings upgrades for USACE Portland District

Tribal One Construction completed technology upgrades in seven buildings at a mooring facility operated by the U.S. Army Corps of Engineers (USACE), Portland District.

The work was conducted at the U.S. Government Moorings located on the Willamette River north of Portland, Oregon, which the Corps began using in 1903 for centralized maintenance and supply. The site currently provides port, supply and repair services for the Portland District’s fleet of dredges, hydrosurvey vessels and other support vessels.

“Tribal One is proud of its ability to assist the Portland District in its effort to upgrade its infrastructure to meet the demands of a new generation of communications technology,” said Tribal One Development CEO Brady Scott. “Communities throughout the Pacific Northwest and beyond depend on the Corps’ ability to maintain safe, navigable waterways and we are pleased to contribute to their mission.”

After successfully completing similar upgrades on two USACE-operated dredges, the Tribal One team took out the existing data cable infrastructure and installed new unshielded CAT6A ethernet cabling within the buildings and a new single-mode OS2 fiber optic cable backbone between the buildings.

“Our work at the Moorings contributes to a decade-long effort by the Corps to bring this facility to a higher standard of operation,” said Tribal One Construction Executive Erik Sell. “This is a hard-working facility that requires an equally hard-working and dependable communications infrastructure to keep operations flowing smoothly.”

In addition to the cabling, the Tribal One team also installed new main and intermediate distribution frames (MDF, IDF) and installed fiber and copper patch panels and wire management. All work was completed in compliance with USACE regulations for low voltage cabling.

Tribal One also provided as-built drawings and rack elevation diagrams of the completed work for future reference and maintenance.

Tribal One/Avery Asphalt Joint Venture gain two paving task orders at Fort Carson

Tribal One and its joint venture partner Avery Asphalt have been awarded two task orders for paving projects at Fort Carson in Colorado.

The task orders are part of a five-year, multiple award contract awarded by the 50th Contracting Squadron for paving projects at military airfields along the Colorado Front Range. The joint venture with the Colorado Springs-based Avery Asphalt is one of six companies competing under this multiple award contract.

“Tribal One and its partners are becoming an important resource for upgrading facilities and services at military installations across the Front Range,” said Tribal One Development CEO Brady Scott. “We are pleased to be in partnership with Avery Asphalt on these projects to improve conditions at Fort Carson as well as future projects on bases throughout the region.”

Under the first task order, the team will address paving issues throughout the base. This will include repairing and sealing cracks in asphalt roads and parking lots.

The second task order calls for the replacement of the parking lot at the post’s golf course. The team will remove and replace existing asphalt, from two inches up to the full depth, along with existing walkways, ramps and a concrete pad.

“Just like any city or town, roadways and parking lots are an essential part of daily life on any military base,” said Tribal One Construction Executive Erik Sell. “We are glad we can do our part to improve the quality of life for the service men and women at Fort Carson.”

The task orders are part of the ongoing work of the Infrastructure Branch of the Engineering Division of Fort Carson’s Directorate of Public Works.

Tribal One awarded airfield pavement contract at Fort Carson

Tribal One Construction (T1 Construction, LLC) is taking on an Alpha Ramp Pavement Replacement Project at the Butts Army Airfield at Fort Carson, Colo., under a $14.6 million contract with the U.S. Army Corps of Engineers, Omaha District.

According to Brady Scott, CEO of Tribal One Development, this project represents the largest, purely construction contract awarded to Tribal One Construction since its inception in 2016.

“Our work over the past four years has built a platform of experience and a considerable degree of confidence among our team members, and this confidence now is shared by our Department of Defense customers,” Scott said. “We are very pleased that the Army selected Tribal One Construction to complete this portion of their continuing efforts to improve airfield facilities at Fort Carson.”

Under this contract, Tribal One will create and execute a two-phased plan to replace a major portion of the helicopter parking apron at the airfield. The plan will begin with demolition and replacement of approximately half of the pavement and incorporate an upgrade of the airfield edge lights. The second phase will replace the remaining pavement and lighting. Tribal One will close out the project with new pavement markings.

This project is required to address the deterioration of the existing pavement at the airfield. It is vital to the mission of the Combat Air Cavalry Units stationed at Fort Carson as they train for future deployments to Afghanistan and maintain readiness for defense of the nation.

Construction Executive Erik Sell said the work will proceed with COVID-19 precautions firmly in place.

“Our team members have been working during the current pandemic under strict safety protocols,” Sell said. “Workers on this project will remain mindful of social distancing requirements and other safety and hygiene recommendations offered by federal health authorities.”

Work on the project is expected to begin June 1, 2020.

Dredge project completion draws customer appreciation

Completion of cable plant upgrades on two U.S. Army Corps of Engineers’ dredges brought Tribal One an unexpected letter of appreciation from the customer’s technical experts.

Tribal One completed a two-month project to upgrade data communications technology on the hopper dredges Essayons and Yaquina. The two vessels serve the waterways of Washington, Oregon and California that make up the USACE Portland District.

“The work was complex and challenging from a logistical, staffing, and maritime regulation perspective, but your team of dedicated professionals were able to achieve the results we were hoping for,” the letter said. “Based on the exceptional work conducted on the vessels and the critical support behind the scenes, the crews of both ships now have access to a modernized network infrastructure that directly supports their vital command and control systems.”

Tribal One Construction Executive Erik Sell said the project called for an upgrade of the entire communications system from one end of each ship to the other. This required removing antiquated communications equipment and cabling and replacing them with new, cutting-edge technology.

The letter concluded, “As the Government Technical Lead for these projects, I am compelled to provide the very best solutions for our organization. The partnership between Tribal One and the United States Army Corps of Engineers enabled us to accomplish this objective in an exemplary fashion.”

Tribal One exec discusses ICS security at national innovation forum

Tribal One Construction Executive Erik Sell, P.E., led a discussion on common vulnerabilities to industrial control systems at the Association of Defense Communities’ (ADC) Installation Innovation Forum held Feb 10-12 in San Antonio, Texas.

Tribal One leads a three-company team that is developing next generation solutions for monitoring and protecting operational information technology systems at Cheyenne Mountain Air Force Station and other Department of Defense locations.

Sell was joined on the panel by project team members Aaron Fansler, chief technology officer at Goliath Solutions Group, and Jason Cook, P.E., senior project manager at Tetra Tech. The team presented examples of vulnerabilities from a recent Department of Defense study and discussed solutions to combat cyber intrusions at the panel discussion entitled “Next Gen Innovation – Your Automation Systems are Under Attack”

“Improving the security of industrial control systems has been a key element of the Air Force’s collaborative effort to combat cyber attacks,” Sell said. “Systems that are used to automate physical industrial processes, like building access and fire detection or heating and air conditioning on military bases, will be prime targets for cyber warfare in future conflicts. Securing these systems is a high priority.”

The panel presentation was held at 8:45 a.m. Wednesday, Feb. 12.

Tribal One upgrades technology on two dredges for USACE Portland District

North Bend, Ore. – The U.S. Army Corps of Engineers, Portland District (USACE) awarded two contracts to Tribal One Construction (T1 Construction, LLC) to provide cable plant upgrades on two mission critical dredges.

The vessels, the hopper dredges Essayons and Yaquina, routinely serve waterways throughout Oregon, Washington, California, and at times serve Hawaii, Alaska and the Mississippi River. The district includes 10 deep draft ports, 12 shallow draft ports and 12 large-scale jetty systems.

“Tribal One’s main office sits along one of the deep draft ports in the Portland District, and we have come to appreciate the work these vessels do to preserve navigation in the Pacific Northwest,” said Tribal One Development CEO Brady Scott. “We look forward to taking on this responsibility to improve day-to-day operations on Essayons and Yaquina.”

Both vessels require replacement of their digital cable plants to ensure compliance with current network infrastructure standards. This will require upgrading all Ethernet cabling to Gigabit Ethernet (Category 6) cables and installing the appropriate equipment to create new digital pathways and manage the new cabling system.

Work on the two vessels is in process.

About the Dredges

The Yaquina was delivered to the Portland District in 1981 and helps to maintain the entrance bars, rivers and harbors on the coasts of Oregon, California and Washington. The smaller of the two vessels, its size allows it to dredge the small, shallow coastal entrances and smaller, shifting sand deposits in river channels.

The Essayons was delivered to the Portland District in 1983 and helps to maintain the entrance bars, rivers and harbors on the coasts of California, Oregon, Hawaii, Alaska and, in emergencies, the Mississippi River. Because of its size and dredging depth, the Essayons is particularly well-suited for dredging the larger coastal entrances and larger volume sand deposits in river channels.

Tribal One upgrades telecommunications for USACE Northwest Division

North Bend, Ore. – Tribal One Construction (T1 Construction, LLC) was awarded three U.S. Army Corps of Engineers (USACE) contracts to address critical information technology requirements in the Corps’ Northwestern Division office and Portland District offices in Portland, Oregon.

The Corps’ Northwestern Division office oversees activities in the largest USACE division, which is 2,000 miles wide and covers 14 states, 48 Congressional Districts and more than 90 sovereign tribal nations.

“Tribal One is pleased to be entrusted with this critical technology modernization project for the Army Corps of Engineers,” said Brady Scott, CEO of Tribal One Development. “Having an effective means of communication and information transfer is vitally important for a division of this size and Tribal One is committed to building a technology infrastructure that will meet the division’s needs well into the future.”

Under the three contracts awarded by the USACE Portland District, Tribal One will build the communications infrastructure for up to nine telecommunications rooms in the Portland District offices. Team members also will upgrade an audio/visual system for the Division HQ building.  For the third project, Tribal One will design and build a distributed antenna system to improve multi-carrier cellular coverage across 89,000 square feet and two levels of the Portland District facility’s parking structure.

Tribal One developing next gen technology at Cheyenne Mountain

North Bend, Ore. – Tribal One Construction (T1 Construction, LLC) was awarded a U.S. Air Force contract to develop next generation technology for operational information technology systems at Cheyenne Mountain Air Force Station.

The 21st Contracting Squadron awarded a $22 million Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Tribal One through the 21st Civil Engineers Squadron.  Tribal One has teamed with Tetra Tech, Inc., a California-based consulting and engineering services firm, and Goliath Solutions Group, a Florida-based IT security firm.

“Our team has been working with the Air Force and our business partners to develop a solution to upgrade and protect the control systems and develop an entirely new infrastructure at this important defense facility,” said Brady Scott, CEO of Tribal One Development. “Tribal One already has worked on another project at the Air Force Space Command and I am pleased that we have earned the Air Force’s confidence to take on their next modernization project.”

Tribal One and its partners first will develop a proof of concept that will demonstrate the feasibility and test the functionality of their system and its ability to defend network vulnerabilities within the control systems. Following a successful demonstration, the companies will design and engineer systems for Cheyenne Mountain and facilities within the Space Command, put those systems into service and provide for the operation and maintenance of the new systems. The project covers 14 locations including 12 buildings, an industrial area and a security area.

“We are excited to be a part of this team and project, which will ensure the protection of critical infrastructure functions against cyber-attacks. This is an essential first step toward securing the United States’ assets from increasingly capable adversaries,” said Dave Ackley, President and CEO of Goliath Solutions Group, LLC.

Three task orders already have been awarded under this IDIQ and work is underway.

Byron White U.S. Courthouse project earns national honors

Tribal One’s historic renovation work at the Byron White U.S. Courthouse in Denver earned a 2019 National Excellence in Construction® Pyramid Award from Associated Builders and Contractors (ABC), a national construction trade association.

ABC presented the award in the category: General Contractor Historical Restoration/Renovation-Less than $25 million.

Upgrades and renovation of the neo-classical structure were completed by Tribal One Broadband Technologies as the managing member of a joint venture that included Milender White Construction Co. According to Brady Scott, CEO of Tribal One’s broadband and construction group, the Courthouse project was a significant step forward for the Tribal One team.

“It was an honor and, indeed, a challenge to be chosen for renovation work on a building that is a true landmark in Denver,” Scott said. “We are all proud of the work we were able to accomplish, and we are equally pleased that our work has been well received in the community and now by our peers in the construction industry.”

ABC’s Excellence in Construction awards program is the industry’s leading competition for honoring general and specialty contractors for innovative and high-quality, merit shop construction projects.

Tribal One Successfully Completes Debris Removal Job in Santa Barbara

Tribal One teamed with Betance Enterprises Inc. and Granite Construction for the removal, hauling, and dumping of material that filled the Santa Monica Basin. The debris, which consisted of trees, mud, large boulders and a 60’ long concrete and steel bridge, had filled the basin during the early January mudslides in Santa Barbra County.
