Ko-Kwel Wharf Rail Spur Development

Tribal One worked with the International Port of Coos Bay and K2 Exports, LLC, to build a rail spur to the Ko-Kwel Wharf export terminal. The collaborative effort of a tribal entity, a public agency and a private business opened a new avenue for timber companies in the Willamette Valley and other inland locations to reach export markets in Asia. The project widened the customer base for K2 Exports while increasing the volume of westbound freight carried by the Port’s Coos Bay Rail Link.

Accounting Systems & Procedures Review

United Way Accounting Systems & Procedures Review

The United Way of Southwestern Oregon contracted with Tribal One Professional Services to conduct a thorough review of the agency’s accounting systems, processes and procedures in order to ensure its financial accountability to its stakeholders. Tribal One provided its final report to the agency on time and within budget parameters.

The product delivered to the client included:

  • A full review of the accounting system and software with recommendations regarding the appropriateness of the current systems and alternatives;
  • An evaluation of the systems, process and procedures for accounts payable, accounts receivable, payroll and reporting to identify areas of internal control weakness and potential risk and to recommend improvements in efficiency and to meet industry best practices;
  • A review of existing internal controls to identify potential risks and make recommendations for improvements, which included suggested updates to the client’s finance policy and procedures guide;
  • A high-level review of the donation tracking processes and procedures to maximize consistency, accuracy and efficiency of tracking tools.

Ko-Kwel Wharf Waterfront Property Development

Tribal One initiated a master planning process for a 50.5-acre former industrial property that sits along the Coos Bay shoreline in North Bend, Oregon. The property that once housed a large timber mill and a manufactured gas plant, was purchased by the Tribe in 2004. A portion of the property was used to build an RV Park for The Mill Casino, which originally was converted from an abandoned plywood mill on the adjacent property. Another section of the property currently serves as a shipping terminal and is leased to a company that connects regional timber suppliers with overseas buyers in order to export logs to ports in Asia.

Tribal One applied for an Environmental Protection Agency (EPA) grant to help move the site towards further development. This grant will be used to:

  • Finalize the environmental assessment and remediation work on the property. This information will make it possible to attain additional EPA development grants and better plan the uses on the property as the project moves forward.
  • Some funds from the EPA grant will be used for the master planning of the property. This document will guide the final development of the overall property.

Cedars at Bear Creek Development

Efforts to develop a 45-acre commercial site in South Medford, Oregon began with the acquisition of two commercial properties and the long-term lease of the Bear Creek Golf Course in 2012. Within months an application was filed with the Department of the Interior to take a 2.4-acre parcel into trust in order to convert an existing structure into a Class II casino. Since then, the Tribe acquired additional properties that are adjacent to the original purchase with the intention to develop these properties as part of an entertainment and hospitality destination.

While assisting the Coquille Tribe with the federal NEPA process and fee-to-trust application, Tribal One is conducting the necessary market research and project management activities to develop businesses on the remaining non-trust properties that will enhance the casino project.

Scope highlights include:

  • Tribal One is working with their consulting partners to develop a master plan for the overall site. This master plan will become part of the entitlement process and will help guide the ultimate buildout of the development.
  • The master plan will include surveying work as well as engineering and architectural renderings of the overall project.
  • Permitting work for the individual projects will begin as soon as the financing and master planning work has been completed.

Coquille Indian Tribe Administration Human Resources

After performing these services in-house ever since the Tribe’s restoration in 1989, the human resources function of the Tribal government’s administrative branch, comprising over 120 employees, was contracted to Tribal One in October 2018. These services are provided to the Tribe’s general administration agencies as well as its health center, housing authority, forestry corporation, self-funded health insurance corporation and the Coquille Gaming Commission.

Scope highlights include:

  • Manage all aspects of recruiting and hiring and managing the onboarding process for new hires, including new hire orientation.
  • Support supervisors and employees in employee relations matters.
  • Coordinate training for all personnel, including temporary and on-call employees and interns.
  • Develop and maintain job descriptions, annual performance evaluations, salary scale, employee records and confidential files for all employees.
  • Oversee benefit management tasks (including 401(k), including enrollment, billing, changes and vendor contract negotiations, plus all Affordable Care Act tracking and reporting.
  • Provide strategic advising for the senior leadership team regarding all human resources and organizational development goals and issues.
  • Conduct a Tribal Organizational Development Program to improve leadership skills of staff through outreach and individual counseling and planning.

Airfield Lighting, Precision Approach Path Indicator

Air Force Test Center Command

Tribal One Broadband Technologies, LLC was awarded this project in 2018 in order to upgrade the aging lighting system at plant 42. Plant 42, which is used by Lockheed Martin, Boeing, Northrop Grumman, NASA and the USAF, was required to be operational on at lease 1 runway for the duration of the project.
The scope of work was a complete replacement of the airfield lighting system including:
  • New Precision Approach Path Indicator (PAPI) light systems at each end of both runways
  • Four new runway threshold lighting systems
  • New runway edge lighting on both runways
  • New runway lighted signage
  • All new wiring for airfield lighting and controls with new conduit as needed
  • Demolition of all existing wiring, transformers and switchgear
  • Installed new transformers and electrical vaults
  • All new switchgear for the airfield lighting
  • All new controls for the PAPI lighting systems and all airfield lighting
  • Airfield concrete and asphalt repairs and replacement
  • Full lighting system and controls commissioning
  • PAPI commissioning and performance verifications
  • Maintain full operation of one runway at a time for the duration of the project

IT/LAN Upgrade

Upgrade IT/LAN at (6) Historic Buildings at Park Headquarters

Tribal is contracted by the National Park Service to replace and expand all the IT and LAN cabling and networking in five headquarters buildings at Crater Lake National Park (1 building was removed since the project was named).
The project schedule is to complete 120 days from NTP.
The project includes:
  • Fiber optic cabling, splicing and testing to extend and repair building data service and interconnection
  • Install approximately 13 miles of Cat 6 cabling in new conduit to provide 630 new voice and data ports within 5 buildings
  • Conduit is installed in existing crawl spaces, attics, walls and surface mounted
  • Extending fiber optic cabling to establish one new Main Distribution Frame (MDF) and eight new Intermediate Distribution Frames (IDFs)
  • Maintaining the historic integrity of each building’s finishes during the installation
  • Demolition and finish repairs as needed for wall, ceiling and floor data conduit access
  • Maintain fire ratings at rated wall and floor penetration
  • Install ventilation in new IT rooms

Tribal One teamed with Geo Stabilization International to stabilize an earthen slide between a munitions bunker and a waste water treatement plant a the Crane Naval Station in Crane Indiana.
The eathen slide had opened up a 5’ wide and 100’ long crack in the road, broken the concrete wing wall off of a munitions bunker and was in danger of sliding into the waste water treatment plant
lagoon. Stabilization occurred on an emergency schedule in order to avoid additional earthen slides.
  • The scope of work included:
  • Installing 300 soil nails with wire mesh stabilization and steel plates
  • Site monitoring / surveys to confirm no additional sliding is occurring after completion of the soil stabilization
  • Regrading of the slope and road to original conditions
  • Road replacement with new geotextile fabric and aggregate
  • Replacement of the drainage culverts and head walls broken by the earthen slide
  • Installation of new road guardrails
  • Replacement /restoration of the munitions bunker reinforced concrete wing wall that had broken off the bunker and slid down hill with the earthen slide
  • Erosion control and site revegetation
  • Fence removal and reinstallation including temporary fencing to protect the lagoon lining from damage from wildlif#e

Tribal One teamed with Tetra Tech for a design – build contract to convert an existing conference room into a SCIF with secure Audio Video Teleconference capabilities.
The scope of work included:
  • Full engineering and design of the SCIF, data and AVT systems
  • Construct all SCIF Certification requirements:
    • Remove all wall penetrations and reinstall according to SCIF requirements with isolations
    • Ceiling and flooring modifications
    • New security and intrusion detection system
    • HVAC modifications for entry security, sound and inspection capabilities
    • New electrical service, modifications and isolations
  • New data networks, secure conduitsand isolations
  • Custom video wall display system with connections to several secure networks
  • Secure Audio-Visual Teleconference system

Byron White U.S. Courthouse Limited Scope Upgrades

Interior and exterior renovations to a 241,123-sq. ft. historic courthouse built in 1916. The stone building contains four floors, a penthouse and basement and was fully occupied and operational during construction.

Scope highlights include:

  • Upgraded the fire protection system to meet current NFPA standards
  • Replaced the steam heating and hot water system with gas-fired boilers and domestic water heaters
  • Modified electrical and lighting systems for increased energy efficiency
  • Restored the exterior marble and limestone cladding
  • New storm windows including ballistic glazing in designated areas
  • Modernized the elevator control and lift systems
  • Lead asbestos remediation
