Ko’Kwel Wharf Port Infrastructure Development Program Grant
$7.7 million for dock rehabilitation, shore power and dock extension development phase work
The U.S. Department of Transportation, Maritime Administration (MARAD) awarded the Coquille Indian Tribe and Mith-ih-kwuh Economic Development Corporation (Tribal One) a $7.7 million Port Infrastructure Development Program (PIDP) grant to improve the dock infrastructure on the Ko’Kwel Wharf property. The grant-funded project is expected to begin in October 2024.
Tribal One will manage all aspects of the grant award including fulfillment of all pre-award requirements – NEPA Environmental Assessment, Title VII Biological Assessment, Title 106 Historic Preservation Act compliance and Title VI Civil Rights/ADA compliance. Tribal One will manage the budget and workplan, the procurement and oversight of contracted services and the reporting and compliance elements of the project that encompasses three components.
- Rehabilitation of approximately 1,100 feet of aging dock infrastructure including replacement of the bull rail across the entire dock face and repairing or replacing over 400 piles and related decking, stringers, fender pilings and cap beams.
- Bring 800-amp electrical service to and outlet box on the dock to provide a shore power option to vessels calling on Ko’Kwel Terminal.
- Perform all development planning activities for a potential 600-700-foot dock extension including a market study, cost/benefit analysis, engineering, design and permitting.

Tribal One performed all grant management functions, including reporting requirements, under the Grant Agreement and under the Uniform Guidance (2 CFR Part 200).
