Ko’ Kwel Wharf Waterfront Property Development
Tribal One manages a master planning process for a 50.5-acre former industrial property that sits along the Coos Bay shoreline in North Bend, Oregon. The property that once housed a large timber mill, shipbuilding facilities and a manufactured gas plant, was purchased by the Tribe in 2004. Following the initial master planning process in 2005, a 20-acre portion of the property was used to build an RV Park for The Mill Casino, which itself was created from an abandoned plywood mill on the adjacent property.
The 2007 recession ended further development activity on the property for several years. Tribal One reassessed plans for the wharf and began to consider industrial development to take advantage of the property’s deep water port. A section of the property was developed as a shipping terminal and, from 2014 to 2020, the site was used to export logs to ports in Asia.
Tribal One revived master planning for the property in 2019 with a Oregon Department of Land Conservation and Development grant to conduct a full review of past planning and a review of all applicable laws and regulations affecting the property. For the third part of the grant process Tribal One developed a Preliminary Conceptual Plan for the remaining 30 acres to guide future development planning.
That planning received a further boost in 2020 as Tribal One began managing a Cooperative Agreement to conduct Phase II Environmental Site Assessment and Remedial Planning under a $350,000 Environmental Protection Agency (EPA) Site-Specific Brownfields Assessment Grant. The work plan for this grant includes extensive reuse planning for the wharf property by September 2023
Concurrent with the assessment and reuse planning activities, Tribal One has been actively discussing leasing options with potential industrial users of the property. These discussions are in line with the Preliminary Conceptual Plan developed as part of the project.
